Rewrite a changelog section

Delete the stored changelog section for one organization and one local date (YYYY-MM-DD), then write it again. The window defaults to the one the stored section was written with; an optional JSON body {since, until} overrides it. Nothing is sent. Requires the admin scope and membership in the organization.
